Refuge Ministries Development (RMD Inc.) is a faith-based nonprofit organization committed to meeting the social and interpersonal needs of individuals and families in economically challenged communities. Originally founded in 2001 and operational since 2012, RMD Inc. has served as a vital community educational resource facility in Cleveland, Ohio. Now undergoing a purposeful re-launch, the organization remains focused on equipping youth, adults, and families with essential life tools through integrated spiritual and practical support services. The organization is guided by a dedicated team of professionals and board members with expertise in education, compliance, counseling, and finance, under the leadership of its founder and director, Dr. Steven Lockhart.

Refuge Ministries Development currently offers a wide range of services, including Life Coaching, Mental Health Life Coaching (with leadership experienced as a former case manager), Business and Financial Advisory, Life Skills and Entrepreneurial Development, Job Readiness Training, Domestic Violence Advocacy, and Pastoral Counseling for grief, marital, and emotional support.
These services are designed to address core areas of personal and social development, providing holistic support to clients from low-income and underserved backgrounds. The organization particularly emphasizes outreach to young adults and adults navigating trauma, unemployment, and mental health challenges.
